As an advisor, director and corporate leader, Tom has extensive experience in high-growth, turnaround, restructuring and crisis settings that require cultural transformation and restoration of trust with key stakeholders. Over a period of several decades, he has worked successfully with representatives of the U.S. Department of Justice, the U.S. Securities and Exchange Commission, the Office of Inspector General of the U.S. Department of Health and Human Services, the Centers for Medicare & Medicaid Services, Congressional Committees, and State Attorneys General Offices and Departments of Insurance.

In September 2021, Tom joined Berkeley Research Group, LLC as a Managing Director. He recently served as the Global Chief Compliance Officer of Cigna Corporation, a leading health service company with over 70,000 employees. He was recruited for that new role in 2016 to develop and lead a new global enterprise compliance program. During his tenure, he restructured the senior leadership team and recruited new talent from the private and public sectors. His team realigned resources across the business units, established new controls and created new key capabilities.

Tom co-led the regulatory and compliance due diligence in the Express Scripts transaction as well as the post-close integration of the compliance and ethics programs and teams. Following the Express Scripts acquisition, Cigna’s Board of Directors formed a new Compliance Committee and Tom served as its executive liaison.

Prior to founding the Saranac Group, Tom served as Executive Vice Chairman, General Counsel and Secretary of WellCare Health Plans, Inc., and Senior Vice President and General Counsel of the MCI Group. He also has been a partner in two global law firms, DLA Piper LLP (US) and Hogan & Hartson (now Hogan Lovells US LLP). During his tenure at DLA Piper, Tom was a joint Global Practice Group Leader and chaired the U.S. Government Affairs Practice Group. Earlier in his career, he served as an Assistant U.S. Attorney for the District of Maryland, a law clerk to former U.S. District Judge Alexander Harvey, II, and a Legislative Assistant to former Congressman Stewart B. McKinney.
